Yes, this cost is more than just going to the skydive center and paying for gear rental, instruction as you advance. There is a big difference in what is being offered:

You have to commit your time to seriously study, prepare for tests, drive to the Edmonton Skydive, and jump
Edmonton Skydive has committed to provide you with equipment, and priority on the plane, at the exclusion of other business. You will get your minimal Jumps in.
Instructors and coaches are committing substantial time in preparing for each classroom session, and for each jump day.
Classroom materials and resources are provided to you on day one of the course. This lets you read ahead to be prepared for the course.
You will receive High Definition video and digital still images of your experience. This requires commitment of a photographer, and video editor with all the associated equipment.

Warnings & Expectations

Achieving your CoP - A is recognition of a demonstrated skill level, and knowledge about skydiving. Obviously this cannot be guaranteed as it depends on you! You may take more jumps than the included 30 jumps to achieve this level. Our experience is that in 30 jumps the average jumper can achieve this level of skill and knowledge. With the intensive training you will receive you will have a better chance of success in this number of jumps than the person that comes out to the Drop Zone to jump every few weekends.

If you need more than 30 jumps, Edmonton Skydive will be pleased to provide these for you at an extra cost.
